FINANCIAL APPENDICES

a. Noted the following points with respect to the
preparation of Financial Appendices:
(1) The general rule of the President's directive
of July 1, 1959 (subject to the two specific
exceptions relating to policies with no cost
implications and special, sensitive papers) is
that every policy statement will include a
Financial Appendix.
(2) In the case of certain policy statements which
the Planning Board is updating pursuant to
NSC Action No. 2215, it may be unnecessary to
prepare a revised Financial Appendix. In such
cases the burden of proof will be upon the
State or Defense Planning Board member.
(3) No Planning Board member has any proposal for
changes in the July 1, 1959 Financial Appendix
directive at this time.
(4) It is understood that if at any subsequent date
a Planning Board member has concrete proposals
for changes, the Planning Board will entertain
such proposals and, if deemed desirable, appoint
a Subcommittee to draft proposed amendments to
the Financial Appendix directive,

Also noted the statement of the Treasury member
as to the necessity of adhering to the time
schedule for Part B of the Financial Appendix
so that the Planning Board may have the cost
implications of future policies available for
consideration while it is working on the policy
draft.
