MEMORANDUM FOR THE NATIONAL SECURITY COUNCIL
SUBJECT: Status of National Security Programs and.
Fiscal and Budgetary Outlook Through FY 1959

The President has directed that the departments and
agencies submitting annual reports on the status as of June
30, 1955, of the national security programs to carry out,
NSC 5602/1 and other national security policies, include in
their reports an estimated projection of the status of the
programs for the next three years, through FY 1959. The
President has further requested that the Treasury Department
and the Bureau of the Budget prepare a report on the fiscal
and budgetary outlook through FY 1959, based upon the program
projections in the annual status reports.
It is the President's intention that these status reports
and the fiscal and budgetary outlook will enable the National
Security Council to reappraise the emphasis being given and
to be given the various elements of national strategy under
NSC 5502/1, in the light of the trends in national security
programs over the next three years, as was done by the Council
early in 1953.
