Both the ODM Plan and the Planning Board comments on the
plan are generally consistent with published National Intelligence
Estimates.

the ODM report and recommends your concurrence subject to the
comments below:
a. The CIA recommendation in para. 3 b (1) of the 25 June
Planning Board comments was made in an attempt to bring the
assumed ratio of blast to fall-out casualties more in line with
' both the NESC report and with the kind of attack that can real-
istically be expected.
b. Regarding the Budget proposal in para. 3 b (2), we do
not believe the absence of a current net capabilities studr is
sufficient reason for invalidating the figures in para. 6 of
Part I-C. Current estimates of gross Soviet capabilities are
adequate to permit this type of planning assumption.
