11. CONTIMEOTAL DEFENSE. On 1 July the Council discussed Progress
Report.s and referred their recommendations tc appropriate bodies for study.
SNIE's 11-7-54 and 11-8-54 will be considered in such atudy.
12. RUBBER POLICY. On 15 July the Council. approved Euatz as US
rubber polUF
13. ANTARCTICA, it the 15 July meeting the Council amended end
adopted Plapning Board's draft policy. The approved paper is NS...41.
CIA was represented in the special drafting group by an 0/RR officer.
14. ICELAND. On 22 July Bff_21217-rae adopted. by the Council at:
tS policy.
15. ACTION REGARDING WARN= FACILITIES. On 5 August the Council
recommended that the President issue a directive designed to make availa-
ble to the intelligence community information vital to its mission as estab-
lidhed by DCID 1/2 on the Watch. Committee. Final text of the proposed di-
rective is presently under discussion by DCI and the FBI Director.
16. ORGABIERIIONAL ARRANGEMENTS FOR It SECURITY. On 2 September
the Council decided to retain the two-commlttee structure set forth in
BSC 5425A-
17. DISSEMINATION OF NATIONAL INTELLIGENCE TO USIA. The Council on
9 September decided that 2CI IAC should disseminate to USIA needed national
intelligence.
18. IRAN. On 24 September the Council noted the Attorney General's
opinions art& Consortium Plan and anti-trust Imre.
