In addition to the Statutory Members and Advisers, the following are being in-
vited to attend this meeting: The U. S. Representative to the United Nations;
the Secretary of the Treasury; the Attorney General; the Director, Bureau of
the Budget; the Deputy Secretary of Defense; the Secretaries of the Army, the
Navy, and the Air Force; the Joint Chiefs of Staff; the Director, U. S. Infor-
mation Agency; the Under Secretary of State; the Under Secretary of State (Eco-
nomic Affairs); the Deputy Under Secretary of State; the Special Assistants to
the President for National Security Affairs and for Science and Technology; the
Counselor, Department of State; the Assistant Secretary of State CM Affairs);
the Special Assistant to the Secretary of State; the Assistant Secretary of
Defense (ISA); the Military Aide to the President. The following are being
invited to attend the meeting for Item 1 only: The Assistant Secretary of
State (Far Eastern Affairs); the Deputy Director, J.-3 (Operations), Joint
Chiefs of Staff. The following are being invited to attend the meeting for
Item 2 only: The Chairman, Atomic Energy Commission; The Adviser to the Pres-
ident on Disarmament; the Deputy to the Adviser to the President on Disarmament;
the U. S. Representative, Conference on Discontinuance of Nuclear Weapons Tests;
the Deputy Director, U. S. Disarmament Administration.
1. U. S. POLICY WITH RESPECT TO LAOS

The subject will be discussed in the light of current developments.
2. THE GENEVA TEST BAN NEGOTIATIONS
(NSC Action No. 2408)
The current state of the negotiations in Geneva for a nuclear test
ban and future U. S. policy with respect to these negotiations will
be discussed.
