1. DDI would appreciate some informal comments on the
attached PaPwr written by or 8/P.
2. I preemie that you wou34 want to comment chiefly on
the "intelligence" aspects, e.g. the likelihood of increasing
"sub-belligerent" activities on the part of the USSR, the
probable nature or such activities, and the likely impact, both
on the Bloc and other countttee, of the types of countermeasures
suggested in para. 1Off.
3. lbr example, we hare consisteat1y stressed in Nils the
possibility that under conditions of nuclear stalemate the Bloc
might see fewer risks of escalation in local aggression.
Prestumbly, it would see even fewer risks in most of the lesser
forms of sub-belligerence mentioned in this paper. Vire think
of some other aspects of "edb.belligerenne" not mentioned, these
would be worth noting too.
