SUBJECT ; Additional Intelligence Materials Bearing
on Disarmament Problem
In addition to NIB 11-6-58, there are a number of other
intelligence estimates 'Web I believe would be of real value to
the Committee.
1. Our annual big Soviet estimate (NIB 11-448), which
projects ahead five years, gives very useful background. It will
be rewritten this November in time for the Committee's use. In
the meantime, however, pages 28.30 on Soviet military thinking
and 54-58 on main trends in foreign policy, including disarmament
are worth reading.
2. HIE 100-248 on the likely development ,of nuclear capa-
bilities by fourth countries is useful background on the fourth
country problem and can be updated as necessary.
3. Our annual estimate of the World Situation, produced as
the backdribp for the annual reivew of Buie Policy, is also useful.
The section on the balance of military power (paragraphs 14-17)
and paragraphs 27 and 29-32 aleo bear directly on the disarmament
problem.
4. Our NIB 100-4-57 on the implications of growing nuclear
capabilities, while a few years old, is still a very useful summation
of attitudinal factors affecting the problem.
5. Our latest annual China paper (NIB 13-59), also a five-year
projection, makes some very interesting points with respect to
Chiecm interest in nuclear weapons which will have considerable
bearing. Note paragraphs 8 and 83-66 on nuclear weapons for
Peiping.
