PRISORANDUM FOR: AD/NE
You will recall that within the last year we did two estimates,
I believe at Planning Board or State request, on threats to over-
seas bases (8NIE 100-10-580 21 October 1958 and SNIE 100-3-599
10 March 1959). When the subject was last disicussed in mid-January
1959 DCI had to give an oral summary of SNIE 100-10-58 at NSC.
I see from the new NSC schedule that State and Defense must
make a new report in January 1960 on US Overseas Bases as required
each year by NSC action. Since our estimates will be over a year
old and in view of the NSCIa continuing interest in this matter
shouldn't we consider an updating of the above estimates for
completion in January? I do not believe that more than a brief
review and updating mould be required.
I am seeking your reactions before making any inquiries of
the Planning Board. I fear that if I queried Gordon Gray's office
we would get committed to an estimate without our ever having had
a chance to consider that we would like to do it.
