Re last isutenc of recommendat 4, Cqyne said that this was aimed at CIA.. Be pointed out that me have bad some very good men on the survey tease but that this had apparently caused concern to some foreign governeents lest we were using the teams as cover for intelligence operations. Bence Coyne felt that CIA people should not be on the teams. d. R* Conclusion 13 that there should be a centralised monitoring of disclosures, i.e. that any disclosure* should be reported to the MICC Secretariat, does this bother anybody? If carried out literal, it would mean our reporting periodically to 313.4(ICC any disclosures of classified military information which we make for our one purpoees. However, note that recommendations 5 and 6athich are designed to carry out this conclusion seem used primarily at the military agencies. 34 Pat Coyne bee assured as that nothing in the report was intended /nag, way to infringe on our special responsibilities and his remark* at Planning Board indicated that he had no particular criticinm aimed in our direction.
