SUBJECT : Talking Points for USIB on Comparative Evaluation
I suggest that in "consulting with" USIB on arrangements for the
next comparative evaluation you make the following points:
a. Admiral taskley's presentation of the coimparison on
ASW and submarines was very favorably received.
b. The third comparison is on computer technology and
is now under way by a special panel of prominent
scientists and industry people set up by Dr. Killian's
office. It is chaired by Dr. EManuel Fiore of IBU.
Since this comparison is being done by an outside
group neither General Twining nor DCI had to appoint
a senior man to do it. CIA has designated a liaison
man to provide whatever intelligence is available.
Other USIB agencies should be prepared to help out
on request.
C. The President approved last Thursday Long-Range
Ballistic Missile Systems (ICW,IR140 POLARIS-type)
as the next topic. The Director proposes to assign
General Barnes (who handled the intelligence side
of the first comparison) as his senior representative.
Since WAIC will provide most of the technical data,
would like Colonel McFarland to serve as assistant
to Barnes. Also 'would like Colonel white of CIA/OSI
to act as assistant to General Barnes.
d. The job of providing the intelligence portion of long
range missile collparison will not be difficult since
GUAIC is up to minute on this and preparing contribu-
tion to NIE 11-5-590 from which necessary estimates can
be drawn off. Since these evaluations are comparisons
of the situation as it exists today, we will not have to
get into fuzzy future estimates.
