Attached is the latcst draft of the State-Defense-CIA paper on
alternative uses of force in the Berlin situation, which was requested
ty the President. General Cabell will attend a meeting of the princi-
pals on this paper an the morning of 9 April (although this may be
postponed).
So that he may be proper] briefed, it is requested that final
office coLments, if any, be provided to me 'qr 3 p. m. 8 April. I will
natty you if this deadline can be extended once the time of the
principals' meeting is confirmed.
I believe that we will not have any problema with the paper as
now written. The intelligence portions have been lifted verbatim
from SNIE 100-6-59, but ;LE should review the Summary and Conclusions
to make sure that the SIE is accurately reflected. If there are any
major reservations, please include the reasoning therefor.
