Accepting the premiss that the internal subversion is one of the key threats
with which WM designed to deal, then OIBP is in sexy cases better may to deal
with it than building up big local forces. DCI gave pat on back to GIBP in
briefing Draperites and I urge that you (or Des Yitsgerald) also say a few words
on it (sea my briefing note for DCI attached). I understand Draper group very
interested in internal security programs.
