MEMORANDUM FOR: Assistant Director/Collection and Dissemination
SUBJECT Duplication and Distribution of NSCID's
REFERENCE Memo of 5 March 1954 for NSC Planning Board from
Executive Secretary, NSC, Subject: Distribution
of NSC Papers
1. Following is an extract from the reference memorandum:
" No NSC document shall be reduplicated in its entirety by
any agency without the express permission of the Executive Secretary, NSC.
Agencies concerned will, whenever possible, avoid sending
NSC papers outside the United States but shall instead send appropriate
extracts to offices with a need-to-know. Such extracts should be identified
as national policy approved on a certain date, without reference to the
National Security Council. Notification to the NSC Registry is not required
where extracts only are transmitted. However, when it is necessary in the
opinion of the Chief of the agency that NSC papers be transmitted outside
the United States on a need-to-know basis, the NSC Registry shall be notified
prior to any such distribution."
2. The Executive Secretary, NSC, has advised that although "NSC
document" and "NSC papers" as used in above-quoted instructions is intended
to refer primarily to national policy papers/ZE..9technically fall within
the scope of the instructions. He has requested a report on present practices

within CIA regarding the duplication and distribution of NSCID's in general
and NSCID Number 7 in particular.
3. It is requested that you prepare forAtransmission to the Executive
Secretary, NSC, a report to answer the following questions:
a. How many copies have been made in CIA of each NSCID and to whom
have they been disseminated?
b. Huve any NSCID's, or extracts thereof, been sent outside the United
States? If so, what are the NSCID numbers and where have they been sent?
4. After consideration of the report requested, the Executive
Secretary, NSC, will issue instructions to govern the duplication and distribution
of NSCID's.
