At the fourth nonaligned summit in Algiers in 1973, Romania sought observer status, but was turned down, apparently at the request of the Yugoslavs. At the time, the Yugoslav news agency delivered a public rebuff to Romania, quoting an Algerian source which said that "military bloc member countries at nonaligned assemblies cannot have the status of observers, nor of guests." Undaunted, President Ceausescu has since played up the common interests of his country and the non- aligned world. He has talked with a wide variety of Third World leaders, and communiques summarizing these talks have stressed the rights and interests of developing nations. The party congress last year and the new party program both emphasized nonaligned themes, including the need to base international re- lations Dn full respect for the independence and equality of all states, and the need to eliminate the gap between the rich and the poor.
