Included were the following items which may be of general interest: RCD briefed a representative of OPPPM on RCD's filing system and procedures used to control the flow of regulatory issuances. OPPPM may adopt this system for their own use. Classification Review Division CRD has begun the first review of inter-departmental holdings. The first group of records is the Joint Army Navy Intelligence Studies (JANIS) reports and history. The Department of Defense has agreed that CIA may review these documents without need of referral, only informing DOD of our actions when the job is completed. CRD and DDO representatives met to discuss the possible rewriting of the instruction to NARS regarding the protection of names appearing in OSS material accessioned to NABS. NARS feels it is impossible to check with every individ- ual named in OSS records before releasing the person's name. DDO is concerned about i can citizen's right to privacy. After the meeting OGC was con- tacted informally advised that information concerning a person acting in an o icia capacity can be released without reference to the individual unless it is personally derogatory to the point of denigrating the person's character. Any new guidance drafted by the DDO will be coordi- nated with CRD and RMD. Records Management Division RMD is conducting a study of FOIA officers', systematic reviewers', and records managers' needs that can be served by the IPD automated system DECAL. The DECAL system will be transferred from the OCR/AEGIS system to ODP/GIMS II system. RMD has begun initial analysis to determine the nature and distribution of audiovisual material among Agency components. The scheduling of nontextual records was reported as a major unresolved problem in the FY 1979 Report to Congress on the Records Disposition Activities of the Federal Government by MARS. The Cable Reference File was reduced to a two-year holding on 14 July 1980 upon expiration of the 60-day waiting period for SSCI approval. A report was submitted to the APEX Steering Group concluding that a single interagency receipt form for APEX documents and packages is not feasible at this time.
