SUBJECT: OIS Weekly Report (6-12 November 1980)
Classification Review Division
Ben Evans, Executive Secretary to the DCI, who is attempting to reduce
the amount of paper going to the Director, asked if the certification for
continued classification could be signed by the DDCI instead of the DCI.
Executive Order 12065 indicates that the authority is not delegable, but a
check was made with the Information Security Oversight Office (ISOO) to
determine whether the fact that the DDCI has been considered to be the head
of the Agency (the DCI being the head of the Community) would authorize him
to sign in this instance. ISOO replied in the negative and Mr. Evans was so
advised.
CRD reviewed 46,707 pages of CIA documents and declassified approximately
12 percent.

RCD processed 32 regulatory proposals during the reporting period.

c. An officer of the Department of State's FOI/PA office has in-
formed us that, according to the head of the Lyndon B. Johnson Library,
Soviets (presumably diplomatic officers) regularly visit the Library.
They never submit mandatory classification review requests of their own,
but rather examine or obtain copies of documents previously released to
other requesters. We have always assumed that many of the documents we
release eventually find their way into the hands of hostile intelligence
services. An article published in The Washington Post on the Carrollton
Press operation many months ago mentioned that officials from the Soviet
Embassy purchased copies of released documents. (Incidentally, it is
likely that any declassified documents released by the Johnson Library
would also be available to the public through Carrollton Press. They
would be available from the Library, however, at an earlier date.)
