Administration Director of Information Services SUBJECT: OIS Weekly Report (13 - 19 April 1983) Office of the Director * Mr. Steven Garfinkel,. Director, ISOO, and two members of his staff visited OIS to discuss with Director, OIS and other Agency representatives, including OGC and DO, the value and necessity of reclassifying a 1972 GAO document on narcotics. The document was originally CONFIDENTIAL but was automatically declassified in 1980. It was the opinion of CIA and the Drug Enforcement Agency that important information in the paper should still be classified and so informed GAO. Chairman Glenn English, House Subcommittee on Government/Information, Justice, and Agriculture, questioned the value of such action at this late date and requested ISOO to review the action. = . * Given the length of time' the material has been available to the public and the circumstances surrounding the case, the consensus of the meeting was that from the CIA standpoint it should not be reclassified. The document will be reviewed, however, in the context of prevailing Freedom of Information exemptions to determine if any. intelligence sources and methods can be protected in spite of its earlier release. F The Director and Deputy Director, OIS visited ~ on Thursday, 14 April, and were given a briefing and tour of the facility. The Director, OIS addressed the Midcareer Course No. 84 on Monday, 18 April. Classification Review Division Chief, CRD briefed the students of the Information Management Seminar on the Released Information Management System (RIMS) and DARE system and discussed the benefits and applications of the programs. F--] CRD reviewed 351 documents (910 pages) for NARS, one DOD document (two pages), three manuscripts (228 pages) for PRB, and several miscellaneous documents from various sources involving 275 pages. The sanitization of documents and related problems of misinterpretations and consistency were items of particular interest. Records Management Division An RMD officer is assisting OF in testing a system which it hopes will improve the ability to retrieve vouchers involved in the OF micrographics program. The equipment being tested is the WAND Image Display Sequential Numbering System and was furnished for Agency evaluation by Connecticut Micrographics Company. The Agency Archives and Records Center sent seven boxes (315 pounds) of film to NPIC for the silver recovery program. F_ - Regulations Control Division::' RCD completed 67 major actions on regulatory issuances including the processing of 14 new and revised issuances, negotiations involving 16 issuances, and the publication of 11 issuances. Transactions, have generated concerned interest. The Director ot inane has forwarded copies to the SSA/DDA requesting his review and opinion. There is a feeling that the changes recommended by OCC could erode the DDA's responsibilities in this area.
