This is a follow-up to our letter of 5 November 1982
concerning the review of the history of the Technical
Operations Division of the Office of Censorship, 1941-1945.
Our 5 November letter advised you of our recommendations
concerning two volumes of the nine volume history.
At the suggestion of Mr. Edwin A. Thompson, a
representative from this Agency's Office of Information H
Services visited the National Archives and reviewed the
remaining, seven volumes. He found the material to be similar
in nature and content to the two volumes which we had
reviewed. We are, therefore, recommending against
declassification and against release either in part or in their
entirety. As was explained in our 5 November letter, the
remaining volumes should retain their classification of SECRET
and are exempt from disclosure pursuant to subsections (b) (1)
and (b)(3) of the FOIA. If it is our responsibility to accept
any appeal concerning these volumes, the requester should be
Informed that appeals to the CIA should be addressed to the
Information Review Committee, in my care.
We apologize for the delay in completing our action and we
appreciate your patience and cooperation In working out a
satisfactory solution to this matter.
