SUBJECT: Weekly Report for Period Ending 8 April 1983
1. Progress reports on tasks assigned by DCI/DDCI:
All action on tasks assigned by the DCI/DDCI has been completed.
2. Items/events of interest:
c. The installation of the Directorate of Operations Crisis Communica-
tion Center in Room 6F45 Headquarters was completed on 6 April.
d. The Communications Center (Room lA20 Headquarters) for the
Community-wide Computer-assisted Compartmentation Control System (4C) was
activated on 4 April. The center links 55 Agency users and the Army, Air Force
Defense Intelligence Agency, Federal Bureau of Investigation, and Pentagon.
Other Community members will acquire access to the 4C system upon completion of
their sites and with the installation of supporting communications equipment.
f. On 28 March representatives of the Office of Logsitics met with
Mr. John Byrne, Superintendent, George Washington Memorial Parkway, concerning
the acceleration lane on the Parkway. Several options were discussed; Mr. Byrne
plans to submit a proposal to the Agency in the near future.

g. Representatives of the General Accounting Office (GAO) recently
met with officials from the Office of Security to obtain the latter's views on
the investigation/adjudication process. Because of its concern with what
appears to be a rather low denial rate in the granting of Department of Defense
(DOD) security clearances, GAO is soliciting the advice of other agencies which
have clearance responsibilities in order to provide DOD with some procedural
suggestions.
h. A Special Agents Training Course was completed on 7 April; 11 new
Office of Security investigators graduated.
i. The second running of the Office of Security's basic polygraph
training course began on 4 April with three students. At the completion of,
this running of the course, seven examiners will have graduated from the
school.
Countering Terrorist Tactics Course on 29 March
and participated in portions of the Operations Course on 28 March and the
j. SSCI staff members (Messrs. Larry Kettlewell and Charles Andreae
and Ms. Robin Cleveland), escorted by CIA Legislative Liaison officers, observed
k. The Chairman of the Executive Development Program at the Internal
Revenue Service (IRS) was interviewed in response to the research being conducted
for the Senior Officer Development Program. The IRS was one of the more compre-
hensive programs surveyed.
1. The Soviet Realities/Russian Language Course began on 4 April with
11 students from various agencies of the Intelligence Community (NSA - 6;
FBI - 3; and one each from the Air Force and the Army).
m. For the month of April, 30 training courses/conferences are scheduled
to be conducted ith a total projected enrollment of 826 individuals.
For the month o pri 1982, 22 courses/conferences were conducted with a total
enrollment of 491 individuals.
