McDonald Acting Deputy Director for Administration SUBJECT: Weekly Report for Period Ending 20 Nay 1983 1. Progress reports on tasks assigned by DCI/DDCI: The Office of Security report on the progress of the Department of State's security enhancement program will. be forwarded within one week. 2. Items/events of interest: a. A representative of the Office of Security briefed contractor audiences at 40 facilities in California, Texas, Florida_ and Virginia during 7 February - 6 May, on "Soviet Espionage in Industry." contractor personnel were briefed and their reactions to the sessions were outstanding. b. In response to the Information Systems Security Group's employment advertisements placed in The Washington Post and The Wall Street Journal, 50 replies have been received. 'Candidates are being selected for interviews and further screening. c. The Office of Technology Assessment, which conducts research and development for the Legislative Branch, has initiated a study regarding the validity and reliability of the polygraph. As part of this effort, representa- tives of that office are scheduled to meet with Agency polygraph managers for discussions. d. On 13 May Agency representatives to the Community Information Retrieval System CIRS Management Group and the CIRS Security Working Group met with Chairman of the CIRS Management Group, to discuss Agency concerns and non-concurrence with the proposed tasking statement for the CIRS Security Working Group, and the work statement for support of the CIRS Computer Security Working Group. The meeting ended with substantial agreement on a revised tasking and work statement. The 48th running of the Advanced Intelligence Seminar was concluded on 13 May. Midcareer Course No. 85 began on' 15 May with 30 students. g. The Conference on Ethics and the Profession of Intelligence was held 10 - 12 May with 61 Agency officers and guests participating. h. On 5 May, three female Operations Officers participated in a panel session on the topic of the female case officer in the clandestine service--a new presentation in the Career Trainee Development Program. Since students in the current CT class are women, the topic was especially relevant. j. A draft agreement has been received from the Virginia Department of Highways and Transportation (VDHFT) that covers proposed improvements to Route 123. While there are several troublesome features, VDHFT representatives appear willing to accept proposed changes. Also, citizen anxieties have been stimulated by a National Capital Planning Commission (NCPC) regional planning paper recently circulated to local citizen groups for comment. This has resulted in a number of telephone calls to the Agency, NCPC, VDHF,T, and Congressman Wolf-- the sole issue of concern is the nature and scope of proposed improvements to Route 123. 3. Significant activities anticipated during the coming week: a. The.Deputy Director for Administration (DDA) will present the Agency Seal Medallion to AIr. Henry H. Eades, U.S. Treasury Department, who has been responsible for handling sensitive financial and payroll arrangements for the Agency, 25 May. c.
