2. Items or Events of Major Interest that have Occurred
During the Preceding Week:
a. RFP 83A-166 Bid Protest - In May,
rotested the award of Request for Proposal (RFP) 83A-166 to

Communications (OC) to add on to the contract awarded to

to RFP 83A-166 and it was decided to solicit bids for this
equipment rather than add on to the existing contract.
However, the new RFP package has been revised taking into
consideration several of the concerns expressed at the
debriefing. This new package makes the solicitation more fair

b. Change-in-Scope to Contract No.
82*A144540*000 - On 5 July 1983, the Agency Contract Review
Board ACRB reviewed and recommended Director of Logistics
approval for an $800,000 change-in-scope to the above
contract. Funds were authorized for the following tasks:
(1) Development of launcher and data link test and
alignment procedures. Originally it was intended to use
the procedures being developed by another contractor for
the program to minimize duplication of effort. Failure of
the other contractor to complete their procedures on time
coupled with a customer dictated change in the training
location and schedule, necessitates the development of this
procedure by BDM.
(2) Customer requested conversion to four (4) sets
of two (2) vans requiring reconfiguration of the vans and
the fabrication/installation of special purpose equipment,
plus the purchase, testing, and installation of general
purpose equipment.

(3) On-site maintenance capability to repair and
perform periodic preventive maintenance on the radar on
which the training is being conducted. Negotiations have
been scheduled with the contractor for 7 July 1983 for this
approved change-in-scope.
c. LIMS Post Award Conference - On 27 June 1983,
hosted a Post Award Conference to
formally initiate the Software Development of a Logistics
Integrated Management System (LIMS), to support the offices of
Logistics and Finance (OL & OF). the Government
concluded final cost negotiations on 23 June 1983, which
resulted in a total estimated Cost-Plus-Award-Fee (CPAF) in the
amount of $11,200,000. The Director of Logistics and key
representatives of the Office of Finance were in attendance and
expressed their desire to see the development of LIMS completed
on time, at target cost and with cooperation and mutual
understanding hptwppn hntb nnvornmont and personnel.
d. Uncoordinated Security Action - Security pulled the
clearance of a contractor employee without providing
notification to the cognizant COTR and CO. This created a
situation where Agency activity appeared uncoordinated to the
company under contract and precluded the ability of the CO and
COTR to deal effectively with the technical and contractual
impact. The first advice provided to this office that such
action had occurred should not come from external contractors.
