PROCUREMENT DIVISION WEEKLY REPORT FOR
PERIOD ENDING 26 OCTOBER 1983
1. Progress Report of Tasks Assigned by the DCI/DDCI:
No tasks assigned during this reporting period.
2. Items or Events of Major Interest that have Occurred
During the Preceding Week:
a. Deputy-Directorate of Intelligence (DDI) Buyout of NBI
Equipment: Based on the provision of a cost price analysis by
Automatic Data Processing & Engineering Branch (ADP&EB/PD/OL)
and additional maintenance information by NBI, the follow-up
meeting with the DDI regarding the proposed NBI buyout has been
rescheduled from 21 October to 31 October 1983, in order to
allow the DDI additional time to consider and evaluate all
aspects of the proposed boyout. An ADP&EB analysis of the new
NBI proposal reflects little improvement over the initial pro-
posal (eg. approximately difference between purchasing

existing 2 1/2 year old equipment versus purchasing new top o
the line equipment). In addition and as a result of dis-
cussions between NBI representatives and C/ADP&EB/PD/OL, it
believed that a third NBI buyout proposal is forthcoming.
b. Development, Revised Estimate to Complete: In
response to a Directed Change Order issued by the Government,
Computer Sciences Corporation (CSC) has taken action to for-
mulate a proposal for the restructuring of th System
Development Effort on the basis of a five phased Evolutionary/
Building-Block approach. This revised management approach and
associated Technical and Cost Proposal, for the resolution of
problems resulting from ineffective contractor performance to
date, was scheduled to be submitted by no later than 21 October
1983. However, it has come to the Governments attention that
a first tier sub-
contractor, is unable to formulate its portion of the overall
proposal in time to allow CSC to the planned submittal
date. As a result of the above, it is estimated that

a Revised Estimate to Complete will be submitted on or about 28
November 1983, approximately five weeks later than planned.
