Progress Report of Tasks Assigned by the DCI/DDCI: No tasks assigned during this reporting period. 2. Items or Events of Major Interest that have Occurred During the Preceding Week: a. Hardware Savings: As a result of a September price reduction announced by IBM, a downward adjustment (amendment No. 5) has been made to our contract 83-B834600-000. The sav- ings result from negotiation and insertion of a unique "Price Protection" clause in our major hardware contracts with IBM. When coupled with last years savings under contract 83-B790800-000, the cumulative savings amount now totals $3,938,408. Of particular importance is the fact that min- imally, $426,902 is not required to be used for FY84 hardware payment contract obli ations and is available for other require- ments as appropriate. b. Bu out Of NBI Equipment For The Deputy Director for Intelligence DDI : The unsolicited NBI buyout proposal for all NBI equipment located within the DDI has been approved by the Agency Contract Review Board (ACRB) and a contract will be awarded for this action. Approval by the ACRB hinged on the further determination of the market value of the equipment through third-party sources. Inquiries within the third party marketplace were made without success due to the inability such sources to provide replacement of the total complement of equip- ment currently installed. c. Company Visit - On 21 November 1983, of Production and Services Contracts Branch (P&SCB) visited the new plant of Approved For Release 2009/08/10: CIA-RDP87-00352R000100120006-9 Approved For Release 2009/08/10: CIA-RDP87-00352R000100120006-9 that is working on office of Communications (OC) projects such as repair, maintenance, engineering and prototype manufacture. Smith is also a prime contractor in the OC HF Worldwide Installation effort. At this meeting, clarifications were made and some preliminary negotiations were conducted prior to de- finitizing a letter contract with the firm. The contract is expected to be definitized d. Hydraulic Barricades for Headquarters: Preliminary discussions were held with Mr. Harry D. Dickinson, President of Delta Scientific Corporation of Burbank, California on 29 November at Headquarters (Hqs) regarding the acquisition and installation of hydraulic barricades which would be installed at the entrances and exits on the Hqs compound as well as the entrances of the underground parking garages in Hqs Building, and the entrance of the Hqs Power Plant. Those in attendance to the above meeting were Division/Office of Logistics LSD OL Chief/Logistics Services Deputy Chief, LSD/OL; Office of ecuri y on racting Officer's Technical Representative (OS) an Contract Negotiator/Production & Services Contracts Branch Procurement Division/Office of Logistics (P&SCB/PD/OL). From these discussions it is planned that a Statement of Work will be provided to Delta Scientific Corporation detailing our specific needs and requesting a proposal package from them regarding specific technical and financial information on their hydraulic barricades for the headquarters compound. 3.
