2. Items or Events of major Interest 'That Have Occurred During the
Precedin,Week:
a. Office of Technical Service (OTS) Equipment Seminar for Office of
Logistics Procurement Activities: On 5 June 19b4 representatives of
Procurement Division, Ottice of Logistics (PD/GL) ana representatives
from the Office of Technical Service (OTS) met to exhange ideas ana
concerns about each others operations in support of the Production
Division within the Applied Technology Group of O.S. The OTS CGGMAT
requirements have increases significantly in the last tour years with
even more activity planned for FY-1985. Both groups felt that the
exchange was extremely beneficial to all concernec.
b. Year-End Office of Communications Request for Proposal's:
Currently Production & Service Contract Branch (P&SCB/PD/GL) is
writing Request for Proposal's (RFP's) for Office of Communications
(OC) requirements in support of recap and other projects. These
RFP's combine a number of requirements that have been handled on a
noncombinea basis in the past ana will represent savings in time,
effort and cost. This combination of requirements has come about cue
to a recently developed dialogue between OC and procurement using a
document entitled "OC Procurement Coordination Report". The RFPs are
for such items as generators, MG sets, antennas, systems integration
efforts and shielded enclosures.
c. Relocation of Headquarters ielephone Cable: Chesapeake & Potomac
Telephone Company of Virginia (C&P) is relocating the telephone
cables that presently run through the area where the new headquarters
building is to be constructea. Two letter contracts were issued to
C&P on 15 April 1984 to cover this effort and to initiate work.
However, C&P has requestea that certain articles in the general
prcvisions be waivea cue to their status as a licensed ans regulates
public utility. A memorandum is being forwardea to the Director of
Logistics to request aeviation from the general provisions.

d. %ANG Service Renewals Procedures: In a meeting attended by
technical representatives, Logistics personnel, and a finance
officer it was resolved to track service renewals by their fan
numbers which are the same as their equipment site numbers.
Additional information in the technical offices' data base will
also assist Logistics in renewals. In addition it was determinea
twat after hours relocation requests will be assigned a special
number by Logistics and will be tracked by this number.
e. XEROX License Dispute Negotiation: On 23 May 1984,
representatives of Xerox Special Information Systems (XSIS) met
with members of the Automated Data Processing branch (ADP&E/PD/GL)
to discuss the license dispute over the "Analyst" software
package. Both parties discussed their respective views regarding
the government contribution to the aevelopment of the "Analyst"
package. There was some movement towards reaching common ground
on which to start negotiations as to the price this agency snoula
pay for the to be marketed commercial software package. The
parties agreed to meet again on 6 June 1984 to continue
discussions in resolution of this area.
f. NCR COMIEN Front End Processor System: A requisition to
purchase an additional Front End Processor System (FEP) to support
Support for the Analysts' File Environment (SAFE/CIA) fiscal year
1984/85 requirements was received by Automatic Data Processing &
Engineering Branch (ADP&EB/PD/CL). On 22 May 1984, the Agency
Contract Review Board (ACRE) approved the acquisition of the FEP
system. A firm fixed price contract in the amount of $620,810 has
been written and award is expected on or before 8 June 1984.
g. Solicitation For System Architectural Design And Feasibility
Study: Request for Proposal (RFP 84B-3U4) was issued or, 11 Play
1984 to 17 vendors in order to contract for a 7 month study to
determine if the current Office of Data Processing (ODP)
architecture is suitable. The present CDP configurations
(systems) are very large and complex aria support many Agency
programs. This study will examine current GDP systems for
adequacy of design; evaluate the current systems for growth
potential ana suitability for incorporating new technology; ana
review future requirements and assess the teasibilit ot meeting
them with the current system architecture.

h. Data Wire Harnesses: A contract was awarded to Smith
Electronic Manufacturing, Fairfax, VA on 30 May 1984 for data wire
harnesses needed to support the large NCR Comten buys for the
following programs: Northsiae, DESIST, Rutting Ri, 4C Expansion,
Ruffing A-Mim and Special A-Mim computer centers. Smith
Electronic Manutacturing was awarded the Firm Fixea Price (FFP)
contract after a competitive phone solicitation.
