Fitzwater Deputy Director for Administration SUBJECT: Weekly Report for Period Ending 14 September 1984 1. Progress reports on tasks assigned by the DCI/DDCI: 2. Items/events of interest: c. The Operations and Maintenance Contractor (Allied Maintenance Corporation), that is replacing GSA personnel, has made some progress in hiring and clearing maintenance personnel. Out of 2,615 applicants, 50 have been hired. These are mainly custodial personnel who are currently in training that will continue nightly through September. The Office of Information Services has forwarded a request to the National Archives and Records Service (NABS) initiating the transfer to National Archives of another 110 cubic feet of permanent OSS records that have been reviewed by the Directorate of Operations. This is the second increment of OSS records released to NABS. i. The Director of Personnel testified before the House Permanent Select Committee on Intelligence on 12 September regarding the proposed CIA former spouse legislation. j. The Director of Personnel briefed the International Personnel Management Association members on "Excellence at CIA." The presentation was well received and several institutions have requested copies of the speech. k. The Director of Personnel had a wrap-up session with Dr. Paul Seaburg of the President's Foreign Intelligence Advisory Board (PFIAB) on recruitment in CIA. PFIAB members have recently visited the CIA recruitment offices and have spoken well of our field activities. They were very vocal in expressing the opinion that field recruitment offices must be retained. 1. On 6 September, the Director of Security, accompanied by a senior Polygraph Division manager, testified on the CIA Polygraph Program before a closed session of the House Armed Services Committee, Subcommittee on Investigations. M. During the reporting period, a group of security officers assigned to the Director of Central Intelligence Security Staff and several non Agency officers assigned to protect Supreme Court Justices were afforded a residential security demonstration n. The DDA has signed a Traffic Management Agreement with the Commissioner of Highways for Virginia. This agreement covers future construction of Route 123 at the CIA entrance. We have agreed to place in escrow until 1989 the $500K that was allotted to CIA for the Route 123 entrance construction. The funds will be used when the traffic dictates widening of Route 123. On Thursday, 20 September, the DDA will host a luncheon for Mr. Ray Kline, Acting Administrator of GSA, to discuss the CIA/GSA Memorandum of Implementation. b. On Thursday afternoon, 20 September, the DDA and the Director of Communications will escort Mr. Robert Lamb, Assistant Secretary of Rtaf-p for Administration, on a tour E.
