Fitzwater Deputy Director for Administration SUBJECT: Weekly Report for Period Ending 30 November 1984 1. Progress reports on tasks assigned by the DCI/DDCI: None. 2. Items/events of interest: a. On 27 November, a meeting of the Traffic Advisory Committee (TAC) was held at the headquarters of the Virginia Department of Highways and Transportation in Fairfax, Virginia. The purpose of the meeting was to select the best alternative to improve Route 123 at the Headquarters Building. It was the general consensus of the community group that alternative number two, which creates a four-lane improvement of Route 123 at grade (ground level) is preferable to any other proposal. Both the State and County stated they could support the solution but were not prepared to indicate this position officially until such time as the environmental impact statement is completed in February 1985. It was agreed that, upon receipt of the impact statement, CIA will call another TAC meeting and, upon agreement of the members, a citizen information meeting will be scheduled. b. The New Building Project Office, Office of Logistics, conducted site orientation tours on 27, 28, and 29 November for contractors bidding on the superstructure of the new Headquarters Building (Bid Package Number Two). Repair work began on the south side terrace roof of the 7E corridor (up to the plywood barrier) during the reporting period. All terrace roofing work on the front side of the 7D and 7E corridors will be done on weekends and the hot asphalt work on the back side of the 7D and 7E corridors is scheduled for completion the week of 26 November. e. On 25 November, the Deputy Director of Security departed for the West Coast where he will be conducting a senior management inspection of all field office operations and industrial security programs. f. The Director of Security and senior staff officers worked throughout the week with the FBI and the Department of Justice in support of an espionage case that led to an arrest on 27 November. g. An analysis of the geographic distribution of CIARDS annuitants by the Office of Personnel shows that 40.0% live in the Maryland-Virginia- Washington, D.C. area, 13.3% live in Florida, 6.3% reside in California, and 2.4% are living in foreign countries. The remaining 38% of Agency annuitants are distributed somewhat proportionally in other states with the exception of only one annuitant in Alaska and two in Arizona. Representatives from the Office of Training and Education met with Career Management Officers from the DS&T to review the design of the DS&T segment of the Career Trainee Development Course (CTDC). The DS&T orientation segment has been consolidated into a single eight-day block to provide continuity and focus. This review permitted each office representative to see the level of DS&T involvement and allowed them to express their concerns and make recommendations for change. t. The Survey of Intelligence Information Systems Course will begin on 3 December. The students selected to participate in the course are from CIA, DIA, Army, Navy, Air Force, and the Joint Special Operations Camnand. 3.
