SUBJECT: Weekly Report for Period Ending 28 December 1984
1. Progress reports on tasks assigned by the DCI/bDCI:
None.
2. Items/events of interest:
c. The initial phase of the office fitup/layout of the new building 25X1
project has been completed. The design team from Smith, Hinchman, and Grylls
will return 7 January 1985 to begin the second phase.

d. During this reporting period, 40 foreign gifts were verified and
packaged for shipment se items will be sent to GSA. The estimated cost
of these gifts was [and great care had to be taken in packing. Some of
these items included carved ivory tusks, silver-over-brass, a seven-piece
beverage set, bronze sculptures, a repousse silver vase, etc. Over 80
man-hours were used by Office of Logistics personnel to
complete this task.
e. The Director of Personnel called Ambassador Roy Atherton, Director
General of the Foreign Service at the Department of State, on 21 December to
check on what the Foreign Service is doing officially in the retirement 25X1
arena. It had been suggested that the Foreign Service take the lead for
overseas agencies in seeking exemption from any general federal retirement
change. Ambassador Atherton said that tie Department of State was working
with its committees and recently had a session with house co ee in
whic retirement was a major issue. The chairman and the staffers seemed
sympathetic. Ambassador Atherton was cooperative and very willing to work
closely with the Agency concerning the retirement issues that will face both
agencies in 1985.

Office of Personnel representatives met with Mr. William Bacchus of
the State Department to inquire as to where the Department is heading on the
"supplemental" retirement issue. In essence, many of their concerns parallel
ours with respect to desires to protect early retirement features and
maintaining adequate annuity levels to sustain such early retirements. Their
dialogue with contacts in the Administration has not produced any information
as to what proposals might be forthcoming from the OPM or CHB. They do intend
to pursue the issues with their oversight committees and see advantages in
basing their requirements on national security issues. Mr. Bacchus expressed
a desire and willingness to work with the Agency on this issue if that were
perceived as an effective mechanism for achieving mutual goals.

g. The 18th week of the Field Tradecraft Course (FTC) 1-85 consisted
of final evaluations for all 0 students, Deputy Directors Night on
19 December, and the graduation dinner on the evening of 20 December. The
following attended the Deputy Directors Night: DDA, ADDO, MI, DDS&T. The
DDO was the graduation speaker. He discussed the prospective careers of the
students and items of intelligence interest. Also in attendance from
Headquarters were: Chief Career Management Staff/bO; the Senior Training
