I am writing to invite you to attend the next session of the
IDA European Issues Forum. On 5 November between 10 and 12, Dr.
Heinrich Vogel, Director of the Federal Institute for East European and
International Studies (Cologne, West Germany) will be speaking on
the subject, "Soviet Policy Toward Western Europe under Gorbachev."
The audience will consist of approximately 25 members of the
`dashington policy community. The meeting is strictly off-the-record
and persons attend as individuals and not as representatives of
their parent organizations.
