SUBJECT: Harassments and Provocations Study (U)
1. This memorandum is in response to Chairman, SECOM's
request for members to review the draft update of the SECOM
Harassments and Provocations Study and provide comments or
concurrences. (U)
2. After completing the review of this document, it was
noted that case number 9, page 23, is derived from information
contained in the report from the Federal Bureau of
Investigation (FBI), dated 4 February 1985, entitled "Bulgarian
Travel Matters", which bore a secret level classification.
This information was stated at the time of submission to the
SECOM. It is noted that the identity of the specific country
has not been disclosed in the draft and it may be acceptable in
its present form to the originating agency. (S)
3. It is, therefore, requested that prior to using this
case at the For Official Use Only level, SECOM obtain FBI
authorization to do so. We concur with publication of all
other information submitted at the FOUO level. (U)
