DIRECTOR OF CENTRAL INTELLIGENCE Security Committee SECOM-D-109 14 May 1984 MEMORANDUM FOR: CIA Member DIA Member airman SUBJECT: Update of SECOM Harassments and Provocations Study REFERENCE: SECOM-D-222 dated 24 June 1982, subject: A Study of Harassments and Provocations 1. The referent SECOM study provided a summary of Community experience as of mid-1981 concerning harassments and provocations against Americans assigned or traveling in Communist countries. That study, issued at the For Official Use Only level for maximum utility, has been useful for security officers giving defensive briefings for cleared personnel. The SECOM Compartmentation Subcommittee recently obtained material for use in updating this study from the Departments of State, Army and Air Force, and from NSA. CIA and DIA inputs to past studies have been essential ingredients in a balanced and comprehensive product. 2. Addressees are requested to provide anecdotal material on cases of harassments and provocations known to them covering the period from late 1981 to the present. Classified items should be accompanied by sanitized versions suitable for publication at the For Official Use Only level. Please provide responses by 6 June 1984.
