The DCI is seeking a successor forl Chairman of the DCI's STAT Security Committee, who is retiring shortly, in the past few years, the activities and responsibilities of the committee, which addresses security- related mattters of common concern to Community agencies, have expanded significantly. The Chairmanship is a full-time position with responsibility for supervising a small, permanent staff. He or she oversees a substantial budget allocated to operational, training, and research and development activities. In addition to leading the Committee, the Chairman is the DCI's principal advisor on Community security policy other than counterintelligence. 2. I would like your assistance in identifying suitable candidates for this position. As you can see, the sensitivity normally associated with security matters, coupled with the ability and experience needed to perform effectively in a coordinative role at the Community level, require an individual of unusual capacity. Although we would prefer a security specialist, we will also consider nominees with proven management ability in other major areas of Community operations. The position is at the SIS-3 (GS- 11)/0-8 level and involves a two-year assignment to the Community staff on a fully reimbursable basis. Otherwise qualified candidates at a lower grade level will also be considered. 3. Please advise me by 12 May 1982 of the name of anyone you would like to have considered.
