Invited members` attention to copies at their places of his memorandum to the DCI recommending that the services of SECOM's Unauthorized Disclosures Investigations Subcommittee be offered to Justice to help screen intelligence disclosures for priority of investigation, and of Mr. Casey's letter to the Attorney General to formalize that offer. ~~ 25X1 - 2. Advised that Admiral Burkhalter, IC Staff Director, had approved a ~ plan to hire Dr. RutR Davis as an outside contractor to manage a broad-based analysis of computer securit in the Government. This effort is to take from six months to a year. said that since this effectively over- 25X1 shadows SECOM initiatives, he wrote the Admiral stating that he was instructing the Comp~ter__,Security Subcommittee to put DCID 1/16 revision on the back 4. Noted that discussion at the 23 March meeting on damage assessment data base options provided the basis for revision of draft responses 25X1 to the IG/CM. Those revisions were coordinated with UDIS members on 29 March, and the further revisions resulting from that were incorporated in the drafts at members' places. asked members to review the new drafts 25X1 and advise him of an serious objections which should be dealt with at the meeting. said members should keep in mind that this effort 25X1 was not a SECOM initiative but was driven by IG/CM tasking, which required us to submit a draft NSDD to address all compromises, not just intelligence ones. He noted that nearly .the same agencies are represented on both the SECOM and the IG/CM, and suggested that concerns about the scope of the proposed effort might be addressed effectively at the IG/CM. Discussion didn't identify any serious problems, asked members to let him know by 1 April 25X1 if they had any serious concerns a out the draft response, and to provide him no later than 6 April any written dissent or specific comments they wanted forwarded. He stated that the a classified Confidential unless 25X1 members recommended otherwise. 5. Said tha had advised that the Office of Technology 25X1 Assessment of the ongress is conducting a study of the validity and reliability of the polygraph. ~ .25X1 6. He . noted that the current presentations by the RED Subcommittee and the Security 'Advisory Group-USSR would complete our current, planned series. described the R&D Subcommittee charter and supporting' organ za on. a outlined the R&D cycle as~beginning with the identification of problems and technologies, followed by increasingly refined budgetary pro- posals resulting in an RFP and contract initiation, and concluded by specific R&D effort and delivery of the final result.
