You are requested to nominate and rank in priority order R&D, study and procurement candidates for Fiscal Year 1985 Security Committee funding. As in the past, you are also requested to rank projects for a two year forecast, covering Fiscal Years 1986 and 87. Because other urgent tasks delayed our request for this information, your prom t response is urgently needed. At this time, SECOM expects to-have for use in seed money and other programs this fiscal year. Submissions should not be artificially limited by this funding level, but must be accompanied by narrative descriptions of expected benefits to enable the staff to cross rank all submissions on an aggregated basis. 2. The Intelligence Research and Development Council recently reported on Community-wide needs for security research and development. It recommended that the annual SECOM review of security R&D requirements serve as the mechanism for recommending DCI and SecOef funding and support for projects in the security field. Given the possibility that this recommendation will be favorably received, you should include in your rankings the broadest range of security requirements of common concern. Include any projects you consider needed in the behavioral sciences/personnel security and access control fields. 3. Attached, for reference purposes, is a list of projected allocations of funds to SECOM subcommittees. This is not to be considered final guidance, but a point of departure for your deliberations. Also attached is the oriainal (2 May 1983) list of FY 85 projects nominated for funding by SECOM. In order to permit consideration of a consolidated, prioritized list by SECOM at its 9 January 1985 meeting, your response is requested not later than 28 December 1984. Expeditious action on this matter is essential to allow time for procurement before the end of FY 1985 and to avert reallocation of SECOM funds to other activities. Attachments: A.
