Overseas Security On 5 October, the Director of Security testified before the Department of State's Blue Ribbon Panel, chaired by Admiral Inman. The topic was overseas security and stressed the need for more influence, money and people for the State Department's Office of Security. 3. Capital Hill Briefing On 10 October, the DD/PSI and the Chairman, DCI Security Committee, Intelligence Community Staff (SECOM/ICS) briefed two investigators assigned to the Permanent Subcommittee on Investigations, Committee on Government Affairs. The focus of the briefing was the Agency's personnel security program, the use of the polygraph and the Agency's strict adjudication standards. FY 1986 Budget The D/OS recently met with the OMB examiner to defend the Office's proposed FY 1986 budget. Included in the budget request were funds to finance both ongoing and new initiatives such as COMPUSEC, the shielded enclosure program, field office automation, new state-of-the-art badge machines and a new alarm system at the Headquarters and outlying buildings. 5. SORT Program This week the present SORT class finished the first half of their formal training. The remainder of the course will focus on an "Introduction to the CIA" and the Special Agents Training Course (SATC). Plans are underway to hire 10 January 1985 class. F 6. Industrial Security Seminar From 15-17 October, ISB will host an Industrial Security Seminar of 33 OD&E contractors representating 26 companies. The group will be addressed by the Director, OLL, the D/OS and the DD/OS. 7. IG Study announced the formation of plans for a special IG study on t e gency's approach to handling difficult personnel cases. There will be some focus on PEB's role in the process. 8. FY 1984 Clearance Division Statistics Chief, Clearance Division announced that cases were closed in FY 1984, an 11 percent increase over FY 1983 and 100 percent over FY 1979. The average processing time for staff cases has decreased from 87 to 70 while average processing time for industrial cases has increased slightly from 135 to 136 days. 9. Federal Law Enforcement Training Center noted that the awarding of participation status to the Agency at this facility, which provides training for security protective officers, was our most important acquisition this year. The annual SAC Conference is scheduled to begin on Sunday 21 October at A reception honoring the SACs will be held from 1730-1930 hours in the Executive Dining Room on Thursday, 25 October. Security Awareness Briefings The 3 October special counterintelligence awareness presentation, was well received.) Agency employees were in attendance and approximately were turned away. As a result of the overwhelming interest expressed, plans are underway to arrange follow-up presentations. The Security Education Group recently provided a series of security awareness briefings to OP employees; briefings of OSO personnel are scheduled for November. 13. Security Protective Officers On 1 October, the Agency's Security Protective Officers assumed responsibility from the Federal Protective Service for all Headquarters Building posts with the exception of the DC1 garage tunnel. 14. United Fund announced the upcoming kickoff of the 1984 United Fund Combined Federal Campaign. He encouraged better participation this year since last year's was under 50 percent. 15. Future OS Staff Meeting On 26 October, an expanded OS staff meeting will be held in Room GS-13, Headquarters Building.
