On 2 June 1983 IB transferred all responsibility for processing
FEGLI dependent death claims under an agreement whereby PAB would
handle death benefits and IB would handle enrollment, terminations
and changes in enrollments. 'This transfer of responsibility also
coincided with the initiation of new procedures for handling certain
FEGLI claims on a covert "No Names" basis.
