It is not our Intention to censor news stories and articles
about the Prograo It is our purpose to have employees select plans
based on accurate and c plete ix fo ,tign such as is contained An

reach Federal employees, it is also accurate, complete and unbiased.
We also wish to prevent carriers from advertising to the public their
participation in the Program, as this may connote to the public a
distinction In desirability between carriers approved for the Program
and those not approved, which does not necessarily exist.
Therefore,, carriers nay not issue for Federal employee consump-
tion case exs 1es or other direct or indirect coat ions of one
plan with sawhdher0 They may not use any form of paid advertising
which 'r?efers to or suggests participation in, the Federal Employees
Health Benefits Prog?ra s My instance of advertiaing or solicitation
