NRMORANDUM FOR THE RECORD
SUBJECT: Meeting with Ms. Judy Cahill of Hay Associates
1. On 19 October 1983 Ms. Judy Cahill of Hay Associates visited
the Agency to discuss requirements for a review of the Agency's Health
Benefits Progr t the meeting with Ms. Cahill were

(C/IB). The meeting lasted from 11:00 to 12:00 and was he i
Room 5E56 HQS.
2. Ms. Cahill was given a briefing on what we were specifically
looking for in the health benefits study, i.e. basically an analysis
of the ABP to determine if we are getting the most for our money.
Ms. Cahill outlined how she planned to proceed in developing comparisons
of existing plans and discussion took place on Ms. Cahill involvement
in a formal presentation to Agency employees. The meeting concluded
with Ms. Cahill stating she should have a preliminary report available
by 2 November for our review. Refinement could be made at that time
and a determination on whether we were heading in the right direction.
