SUBJECT Monthly Report - Austria Bureau - November 1986
1. Total wordage produced via the bureau's VLAN topped October's
figure by almost 100,000 words, rising from 253,520 to 350,080, including
126,010 words in English-language press agency traffic that needed no
rekeying. The total VLAN figure represents 43 percent of the total
wordage filed by the bureau in November, despite some hiccups in
the system noted below.
2. The U.S. delegation to the CSCE conference, which opened
in Vienna on 4 November, advised the bureau that it wished to receive
wirefiled FBIS materials on a variety of subjects. Arrangements were
made with Liaison to provide the service.
A. Monitorial/Editorial
1. The highlight of the month was the 3-8 November Albanian party
congress, the first since the death of long time Albanian leader Enver
Hoxha. According to the bureau's two Albanian section monitors, who
did an outstanding job in covering the congress and processing the
large amounts of materials that emerged, the congress produced no
great surprises.
2. A fourth monitorial section -- the Yugoslav -- was added
to the VLAN on 12 November, bringing the number of monitorial units
with direct access to the system to three. Shortly after this event,
however, a problem with the system involving apparent PC workstation
"lock up" developed. Reported to ADD in two rather lengthy administrative
messages, the jury is still deliberating the likely cause or causes of
this phenomenon. The initial diagnosis -- NIM (Network Interface Module)
failure -- has been ruled out, as suspected bad boards have functioned
normally when moved to other workstations. High on our list of

causes is system overload, as the lock ups have been localized to one PC --
that located in the CSSR section -- and happen at about the same time
each day (3-4 pm), when the system is being most heavily used. Nevertheless,
the VLAN has been and continues to be a definite boon to bureau operations.
B. Communications
1. As with previous status reports, the bureau is still awaiting
installation of its 300-baud communications circuit. As of the end of
the month, the bureau is awaitin the arrival of the necessary modems
and for the computer which will handle the
bureau's traffic, to be reprogrammed.
2. Movement on the upgrade of the VCVC duplex line between AU
and London Bureau from 75 to 150 baud went ahead, however, with the
arrival of the modems needed for the higher-baud rate. The bureau
is now awaiting word on the dates of the visit BBC engineer Vernon
Smith will make to the bureau to install the equipment, probably
late January.

a. FBIS Security Officer visited the bureau 3-7 November. STAT
Several security upgrades for the bureau were suggested, and estimates
are now being obtained on the cost of these enhancements.
b. ADD Deputy Chief visited the bureau 5-8 November
with three members of LEC management. a team studied the VLAN system
in operation with a view toward working with the bureau on upgrading
and completing automation at Austrian Bureau and ultimately installing a
similar system at all field bureaus.
c. Czech and Hungarian monitors briefed a visiting Headquarters
analyst on 17 November.
Regional Engineer paid a regular maintenance visit to
Brindisi 2-8 November. His visit coincided with the Albanian Communist
Party Congress, which he was able to record while on site.
