MEMORANDUM FOR: Director, FBIS

Subject Monthly Report - Austria Bureau - February 1986
I. OPERATIONS
A. Monitorial/Editorial
1. CPSU Congress: Following extensive coordination among AG, London
PMU, and the bureau, it was agreed that AU would process two of the first
secretary speeches at the pre-national congress regional party meetings
and would assist PMU as such as possible in processing Soviet press materials
during the national congress, which began 25 February. Although it has yet
to be called on to help PMU during the national congress, it did process
the 21-take speech delivered by Ukrainian party First Secretary Shcherbitskiy
at the Ukrainian CP congress and the 14-take Yeltsin address at the Moscow
City party conference. Because of the fine job being done by PMU, AU
has been able to devote itself to its regular Soviet journal coverage
and processing.
2. TANJUG: As reported separately to MOD and London Bureau, the
bureau's deputy chief, Yugoslav Unit Chief, and senior monitor technician
visited the Vienna offices of APA 27 February to discuss the poor service
being provided by TANJUG's channel 1 landline general service. The major
outcome of the visit was promises from APA to again contact TANJUG Headquarters
about the problems being experienced with its general service transmission
to Vienna. The AU representatives were given a tour of APA's facilities and
received a detailed explanation of the cause of the interruptions in the
general service transmissions.
3. BELGRADE TV: A marked deterioration in the quality of the video
portion of Belgrade TV tapes recorded in Belgrade was noted by the bureau
during the month. The Belgrade contractor has been contacted about the
problem, which has been traced: the TV antenna is located-in an area of
Belgrade notorious for its poor reception conditions. The embassy plans
to move the antenna but has been hampered in doing so by poor weather.
We have been promised that the location change will be made as soon as
is possible. In the meanwhile, AU has decided not to forward the most
recently received tapes to MOD because of the very poor picture quality.
MOD will be alerted as soon as tape quality improves.

4. AFP Service to Nicosia Bureau: Alerted by NC that its EXOR
(Far East) AFP service had been changed to the ANB (Northern Europe) service,
AU contacted the Vienna offices of AFP and was advised that the service to
Cyprus is now identical to that being received by AU, with the exception
that the ANB service carries some additional materials on the Middle and
Far East which is not carried on the service received by AU, AFP's ANI
service. NC, MOD, and others were notified of the nature of the ANB service.
B. Communications
1. New Commo Path: The bureau was advised by C/ESG of alternatives
to its current State commo circuit. As planned, a dedicated circuit to the
switching center at Croughton, UK will be installed and used as the bureau's
primary comm path. An international direct dial system linking AU and Croughton
will also be installed; this is intended as a backup system.
2. Interim Commo Path: Responding to an offer from London Bureau and
with the concurrence of Headquarters, AU will begin using the VCVC link with
LD as its primary commo path for outgoing material from mid-March until the
new dedicated line is installed. Filing to the bureau will continue to be
via its State circuit. It is anticipated that this arrangement will be
in use for approximately 6 weeks. There have been no objections from either
or the embassy's CPU about this arrangement.
3. Monthly Commo Performance: Outages of the bureau's primary
State circuit rose considerably during the month, from 13 hours, 28 minutes
in January to 24 hours, 21 minutes. Refile requests, however, dropped to
266 from 303.

C. Lateral Services
1. Following several discussions with the U.S. ambassador to the UN
Organizations in Vienna, Bruce Chapman, the bureau arranged with LRB to have
a subscription to the JPRS publication on nuclear development and proliferation
entered on behalf of the ambassador. The publication is to be sent to the
bureau, from where it will be forwarded to Ambassador Chapman. Also, monitored
reportage on sales abroad of Indian heavy water are to be sent to the bureau
for forwarding to Chapman, at his request. The ambassador is considering further
services he would like to receive from FBIS.
2. The VOA Vienna Bureau chief, contacted the bureau STAT
about a ponyline hookup between his office and the bureau to receive FBIS materials
on East Europe. Approval for the line has been received from C/OPS. Once
established, traffic sent to VOA will be limited initially to materials
processed from East European sources at AU.

3. The experiment involving normal filing to the U.S. Embassy in
Vienna was a success. Now that the inclusion of the ZPO signal on FBIS items
no longer poses problems to embassy consumers, LRB will be asked to change
several AU local lateral services to FBIS-wide services, which will give
embassy offices quicker access to materials monitored from FBIS worldwide.
4. Kudos were received by the bureau from BBC SWB Part II Chief
Willie Ledgard for its quick handling of the 42-take draft Polish communist
party program.
To the Bureau: DD/FBIS and C/ESG visited the bureau on 10 February
as an adjunct to their TDY in the FRG; Bernard McMahon, committee staff
director, and Steven Ockenden of the staff of the Senate Intelligence Committee
received an orientation tour of the bureau on 14 February.
