This month there was a bomb-threat drill that caught two Embassy sections napping. As a result, the Bureau has drawn up instructions for personnel action in the event of another drill or an actual threat. A. Monitorial/Editorial -------------------- 1. The jamming of opposition Paraguayan Radio Nanduti continued during the month. Moreover, beginning on the 9th another station was observed on the same frequency as Radio Nanduti. It carried music but never identified itself and at times was so strong that it covered both Nanduti and the jamming. The unidentified station was last heard on the 17th. On the 24th Buenos Aires TELAM reported that a radio station in Formosa, Argentina, was jammed from Paraguay as it was airing a program about Radio Nanduti. 2. South American presidents spoke frequently and late during December, and the Bureau remained open past normal closing time to cover speeches by Brazilian President Sarney, Argentine President Alfonsin, and Peruvian President Garcia. T. The Bureau sampled two Peruvian newspapers sent by the American Embassy in Lima. Neither added significantly to current coverage. B. Communications -------------- Because technicians were testing the Embassy's generator and because of frequent and heavy local thunderstorms, the -urea&.t experienced six communi cations outages dun i n+ t `ie Month. The Ambassador said: "We really appreciate the extra, local service. It helps us in Washington, too. Please convey my gratitude to your colleagues." D. Technical 1. S.T. Research engineer Jim Ross visited the Bureau from the 9th to the 12th to correct problems in the TVRO-270 receivers and the reception problems with the two press agencies monitored off Brasilsat. He discovered that the signal was being degraded by an FDM-7300 demodulator and that the problem was being caused by noise mixing with the channel of interest from the higher frequency portion of the base band. Experiments showed that with a 2-mhz-low-pass filter ahead of the demodulator, signal quality improves and the signal can be printed. To permanently solve the problems, Ross recommended: installing the correct 2.54 mhz filters; inserting the filters at the input of the demodulators; and adjusting the signal levels so the press agencies can be printed accurately. 2. After Ross' visit the EBN signal deteriorated significantly. Panama Bureau was asked to check reception to help us confirm the problem was not with our ROSET equipment. The signals from both agencies have improved slightly since then. E. Cruising The Bureau continued to cruise Brasilsat SBTS Al, and for the first time heard La Paz Radio El Mundo on 6015 kHz. The cruising monitor kept close track of Radio Nanduti's transmission problems. When the Bureau experienced reception problems of Beijing International Service, the cruiser carried out a frequency survey, and found new frequencies that resulted in slightly improved reception. 1. S.T. Research Engineer Jim Ross visited the Bureau from the 9th to the 12th to work on ROSET reception problems. 2. Deputy Chief left for the United States on STAT the 12th for 5 weeks R&R and 2 days TDY at Headquarters. 1. Ambassador Taylor and DCM Jim Mack visited the Bureau on the 23d at the invitation of the Bureau Chief to participate in the office Christmas party, one of several held at the Embassy. As a Christmas charity project this year, Bureau personnel collected money and bought food and clothing, which a committee from the Bureau presented to Hogar San Ramon, a home for eight disabled orphan girls. FBIS employees in Asuncion plan to continue contributing to this home throughout the year.
