FOREIGN BROADCAST INFORMATION SERVICE PARAGUAY BUREAU ASUNCION, PARAGUAY MPY-6053 3 November 1986 MEMORANDUM FOR: Director, FBIS THROUGH : Chief, Operations Group SUBJECT : Monthly Report -- Paraguay Bureau -- October 1986 A. Monitorial/Editorial 1. The Bureau is continuing to experience problems with coverage of Argentina because of its growing use of microwave relays of radio and television broadcasts. On 2 October, for example, while President Alfonsin was addressing the nation over a national network, the Bureau lost reception because of a microwave failure at Formosa Domestic Service. The Bureau then picked up the speech from Formosa Television, which also experienced microwave problems, but luckily at this point Buenos Aires Domestic Service faded in on medium wave. Additionally, all three Argentine news agencies covered at the Bureau -- TELAM, NOTICIAS ARGENTINAS, and DYN, which are transmitted from the same location in Buenos Aires -- have been experiencing interference and keying problems, further complicating coverage. The Bureau has been able to overcome most of the problems with the news agencies by adjusting our converters and using the remote antennas, but the problem created by Argentina's use of microwave relays looks like it will stay with us for a long time. 2. The problems with Argentine coverage notwithstanding, the Bureau remained open 2 hours late on the evening of 29 October to cover the Argentine reaction to the British declaration of a 150-mile exclusive fishing zone around the Falkland Islands. The Bureau filed numerous reports from Buenos Aires Domestic Service and the three Argentine news agencies. Wordage filed from ROSET sources, which hit an all-time high last month because of coverage of the Chilean crisis, dropped sharply this month with the dish focused entirely on Brasilsat. The most noteworthy subjects covered from Brasilsat were two specials broadcast by Rio de Janeiro Rede Globo Television on the Brazilian weapons industry and the Brazilian nuclear program. 3. The Bureau contractor in Lima provided reports from Peruvian radios on the assassination attempt against President Garcia on 11 October, including the Interior Ministry communique on the incident. The Bureau reviewed a 1-week sample of the new newspaper Lima LA RAZON, which represents the moderate leftist opposition United Left. The Bureau has recommended to MOD that the Bureau initiate coverage of it and drop coverage of Lima LA REPUBLICA, which is a sensationalist newspaper that reports heavily on the blood and gore of accidents and terrorist incidents. B. L ateral _Servi ceps 1. The BBC Monitoring Service expressed its "appreciation for the timely and full coverage" of Argentina's reaction to the UK declaration of the exclusive fishing zone around the Falkland Islands. The items were filed "well ahead of Western press coverage and were passed ... directly to the Foreign and Commonwealth Office." The BBC said: "Many thanks for a job well done." C. Technical 1. ESG has agreed to install a new polarizer for both circular and linear polarization in the Associate ROSET equipment configuration. This will allow the Bureau to overcome the interference being experienced on the FDM signal that is used to copy the two Brazilian press agencies the Bureau covers. These two agencies currently are experiencing considerable garbling caused by the interference and in the last days of the month apparently because of transmission problems. 2. The microwave expansion project has been completed and is fully operational. The technicians now are fabricating a new antenna selector panel to accommodate the additional six channels. 3. The technicians installed a transformer in the rhombic antenna offered by ANTELCO for use by the Bureau. It should improve reception of Brazilian shortwave stations if for some reason the ROSET cannot be used to cover Brasilsat or if the ROSET equipment is malfunctioning. D. Ccuisin9 The Cruising Monitor reported on the Moscow Radio fall primary frequency changes. He also observed Brasilsat SBTS Al, starting on 16 October and continuing to the present, broadcasting a special program by Rio de Janeiro Television Executiva entitled "Elections 86," on the upcoming congressional and gubernatorial elections. On 31 October, the Bureau Chief was proud to announce at a Bureau party promotions for Administrative Assistant (from 8/6 to 9/5), Cruising Monitor (from 7/5 to 8/4), and Associate Editor (from 7/4 to 8/3). 1. DDI economic analysts visited the Bureau on the 20th and received a briefing on Bureau operations and coverage. They were very appreciative of the Bureau's coverage of Southern Cone economic affairs. 2. Anthony Spafauskas, State FBO Washington, and James Doane, State AREX Washington, visited the Bureau on the 27th to inspect the physical plant.
