Declassified in Part - Sanitized Copy Approved for Release 2012/05/02 : CIA-RDP87-01104R000100130007-1 FOREIGN BROADCAST INFORMATION SERVICE PARAGUAY BUREAU ASUNCION, PARAGUAY 3 July 1986 MPY-6029 MEMORANDUM FOR: Director, FBIS THROUGH : Chief, Operations Group SUBJECT : Monthly Report -- Paraguay Bureau -- June 1985 Deputy Chief of Mission Dan Clare finished his tour and departed post on 10 June. His replacement, James E. Mack, former political officer in El Salvador, is expected to arrive in Asuncion in late July. A. Monitorial/Editorial 1. Terrorism in Peru and government reprisals against terrorists formed a dramatic backdrop to the Socialist International meeting held from 20 to 23 June in Lima. On the 18th riots broke out in three Lima area prisons housing convicted members of the Shining Path terrorist group and other prisoners. Peruvian authorities moved decisively to put down the riots, at one point using a frigate to fire on an island prison. After the rioting ended on 19 June, Peruvian papers reported that 154 prisoners had been killed. Subsequent accusations that government forces had executed about 100 prisoners after they had surrendered were confirmed by President Alan Garcia, who vowed that all those responsible will be punished. After the riots, the government announced that 2,000 people had been arrested and security measures reinforced to prevent possible terrorist attacks. The Norwegian, Italian, and Swedish prime ministers cancelled their planned attendance at the SI conference shortly before it opened. Their caution was well-founded, because several bombings occurred near the building where the conference was held. Earlier in the month Garcia also narrowly escaped injury when a bomb exploded in a plaza shortly before he was to speak there. A terrorist bombing of a train carrying tourists to the Inca ruins at Machu Pichu killed at least 8 passengers and injured 35 others, including 7 Americans. 2. Paraguayan dissident-in-exile Domingo Laino was unsuccessful on the 24th in another attempt to return to his country, this time accompanied by former U.S. Ambassador to Paraguay and El Salvador Robert White and a Uruguayan deputy, among others. White claimed that he, Laino, and the Uruguayan were beaten by the police, and reports stated that police also seized equipment belonging to ABC, CBS, and NBC television newsmen. Laino was not allowed to leave the plane, which took off for Uruguay after the incident. Both Uruguay and the United States formally protested the incident. The Bureau continued to send radio behavior messages reflecting the jamming of opposition Radio Nanduti. B. Lateral Services ---------------- 1. In response to a request from the BBC, a monitor was on duty before the Bureau's regular opening on the 22d, alert to possible trouble during Argentina's World Cup soccer game with England. The only incident reported on the day of the game was the burning of at least two British flags by victory celebrators in Mar del Plata. 2. At the Embassy's request, the Bureau on the 26th translated an urgent, official diplomatic note from English into Spanish. C. Cruising Visiting Headquarters TDY'er and the local cruiser STAT intensely cruised out the Bureau's new Associate Roset, as well as the newly installed permanent long-wire antenna and the "turned around" Antelco rhombic antenna (both located at the remote site). The Bureau has determined the full broadcast schedules for the Brazilian Globo and Bandeirantes television stations. D. Technical 1. Installation of the permanent long-wire (MW) antenna for Argentine and Uruguayan stations was completed at the Bureau remote site. The orientation of the Antelco rhombic antenna, also at the remote site, was directed toward Santiago, Chile, a 213-degree beam. The four new equipment racks for the microwave system expansion and other Bureau equipment at the remote site were delivered at month's end; they must now be wired for operation. The technicians also assisted throughout the month the TDY cruiser. 1. regional supervisor based in Montevideo, on the,STAT 5th to the ureau tor a briefing on Bureau operations. 2. A security inspector based in Brasilia was in Asuncion 6-12 June. While here, he conducted a physical inspection of the Bureau and homes of staff employees. 3. Headquarters cruiser TDY'ed at the Bureau 8 STAT June-2 July. 4. Major Joseph L. Potts and Dr Stephan D. Brown of the 1st Psyop Battalion at Fort Bragg to the Bureau on the 20th for a briefing on Bureau operations. Senior editor n as Medivac'ed to CONUS for STAT surgery 16 June; he was escorted by TDY'ed at FBIS STAT Headquarters 23-24 June. All returned to post on the 26th. 6. Deputy Chief TDY'ed to Santiago, Chile, 26-30 June to STAT meet with the Bureau's contractor and Embassy principals. The Paraguayan soccer team performed well at the 13th World Cup competition in Mexico City, making it to the final round for the first time ever. Overall, the team finished 13th out of 24. To help explain to the Embassy American community -- for those who are not sufficiently enlightened on the intricacies and machinations of World Cup competition -- the bureau chief was asked by the Ambassador and DCM to brief the country team in early June on what all the "excitement" was about in Asuncion. Needless to say, the chief gave an enjoyable briefing to those (most?) of his colleagues, who still do not understand the game of soccer and the importance of the World Cup (and he predicted with confidence that the "Albirroja" team would make it to the final round!).
