Declassified in Part - Sanitized Copy Approved for Release 2012/05/02 : CIA-RDP87-01104R000100130009-9 FOREIGN BROADCAST INFORMATION SERVICE PARAGUAY BUREAU ASUNCION, PARAGUAY 5 June 1966 MPY-6026 MEMORANDUM FOR: Director, FBIS THROUGH s Chief, Operations Group SUBJECT s Monthly Report--Paraguay Bureau--May 1986 With last month ' s installation of the Associate, ROGET, the Bureau this month concentrated its efforts an cruising out Brasilsat Al. The Bureau established a schedule for surveying the four principal Brazilian television stations. Am the month closed this survey was nearing completion and cruising and admire messages requesting formal sourceline approval were in the drafting stages. On 6 and 6 May, Paraguay and Panama Bureaus, respectively, located Rio de Janeiro AJB and Brasilia EON in Portuguese an the satellite. The Bureau filed some 8,500 words from Brasi l sat sources, the bulk from EON. The major story in Argentina in May was the apparent bomb attempt against President Alfonsin while he was visiting the III Army Corps Headquarters in Cordoba. Although confusion surrounds the incident and the Defense Ministry and the military have tried to downplay the, incident, the corps commander accepted responsibility and ?_ Declassified in Part - Sanitized Copy Approved for Release 2012/05/02: CIA-RDP87-01104R000100130009-9 Declassified in Part - Sanitized Copy Approved for Release 2012/05/02 : CIA-RDP87-01104R000100130009-9 resigned and the defense minister has quit for "health reasons." No group has claimed responsibility for the bomb attempt. There has been also an increasing number of bomb attacks in Argentina since the courts handed down long prison terms to three of the principals of the military government during the Falklands War. These attacks have mainly focused on the ruling party's offices throughout the country. 2. In the most serious incident since the 1902 Falklands War, an Argentine Coast Guard cutter on the 20th surprised two Taiwan fishing boats just outside the 150-mile UK "exclusion zone" around the islands, over which Argentina claims sovereignty. One of the Taiwan boats was disabled by machinegun fire from the Coast Guard ship, which picked up the crewmen, several of whom were injured, one died of an apparent heart attack, and one is missing. The Argentine Naval Prefecture and the Foreign Ministry issued communiques justifying Argentina's action, which the British Foreign Office condemned in a "stiff public rebuke." 3. The open conflict in Paraguay between supporters and opponents of the government continues. The independent Radio Nanduti, which was attacked early in the month, is continuing to suffer jamming by an unknown source. The programming of the Catholic Radio Charitas also has been jammed occasionally when carrying programs critical of the government, and Radio Primero de Marzo has received threatening phone calls. The Bureau has filed a series of radio behavior FYI's an this jamming. In addition, several apposition demonstrations in Asuncion have been broken up by the police, but last moth's severity has been tempered somewhat. In a diplomatic faux pas, Paraguay's ambassador to Argentina accused some Argentine Radical Party deputies of aiding Paraguayan subversives in Buenos Aires. Following the strong Argentine official reaction, Paraguay disavowed the envoy's statement and he has since been recalled. An interesting footnote to the Paraguayan situation is that an Argentine television station In Formosa, Just across the border, has been giving extensive coverage to the apposition's activities. The Bureau filed an editorial wrapup on this coverage that the Embassy appreciated and has placed Formosa Television an coverage for video footage of developments in Paraguay that is not available from Paraguayan sources. 4. Additionally, several ruling party branch offices have been attacked. This-upsurge-in terrorist activity has forced President Garcia to cancel trips to Panama, M^wico, and Europe as well as plans to meet with other world leaders. 5. Anticipating U.S. retaliation for a Brazilian Government decision to "reserve its market" for Brazilian-made computers, the Foreign Ministry an the 16th issued a communique calling the protectionist measure "a legitimate expression of national sovereignty." Feathers were smoothed during a month-end visit by U.S. Deputy Secretary of State John Whithead., and it was agreed the two countries would work together and avoid using the word "reprisals." 9. Upon his return from annual leave and consultations in the United States, Ambassador Taylor told the 30 May Country Team seeting that everyone he talked to in Washington, particularly in Congress, was well-informed about the situation in Paraguay, in great part owing to the Bureau it... being published in the DAILY REPORT. 2. In response to a request from the BBC Newsroom, the Bureau filed several items dealing with the alleged excommunication of officials in the Maranhao, Brazil, sate government. C. CCyLflpp Most of the cruiser's activities this month cantered around the new Associate ROSET antenna. After receiving some training on the operation of the antenna from the Regional Engineer during his April TDY, the cruiser used It to survey Brazilian radio and television stations and press agencies. He also completed the survey of Moscow's secondary fr uenc adjust too In June he and Headquarters Cruiser will conduct a complete cruise-out with the ROMP and Bureau terrestrial antennas. During the month the technicians gave invaluable assistance to the cruiser and the monitors surveying Brasilsat Al. The Bureau received and , bench-tested a new teletype time printer that will be used to print the time on the press agencies monitored at the Bureau. At the request of Panama Bureau, the Bureau tested two excess Crown recorders that Panama wishes to use. It was found that one works well and that Panama can use the other to cannibalize for spare parts. III. ADMINISTRATION enCfo0ostl 1.
