SUBJECT a Monthly Report--Paraguay Bureau--March 1986
The Bureau has been notified by Engineering Support Group that
the equipment for our Associate ROSET was placed into the MAC system
on the 28th. In addition, Mike Tzanakis, the consultant engineer
from S.T. Research of Newington, Virginia, arrived in Asuncion on i
April. He will make the final contractor selection and supervise
construction of the ROSET pad and erection of the antenna. If all
goes well, the Bureau hopes to have the ROSET operable by the and of
April or early May.
A. Monitorial/Editorial
1. Reaction to U.S. policy initiatives, statements by U.S.
officials, and U.S. actions were the subject of much of the Bureau's
reporting this month. Most of this reaction came from Chile, where
the foreign minister and the interior minister, among other
officials, denounced a U.S.-sponsored resolution approved by the UN
Human Rights Commission on the 12th in Geneva that censured the
government's human rights record. In coordination with Panama
Bureau, which for the first time used its ROSET for real-time
coverage of a breaking news story in Paraguay Bureau's coverage
area, the Bureau filed urgent items on this reaction for which it
and Panama received thanks from the Wire. A predictably strong
reaction also greeted U.S. White House Chief of Staff Donald Regan's
comment that "for the time being" the U.S. would not try to

destabilize Chile. Terrorist activities, increasing in recent
months, peaked on the night of the 26-27th, when the Manuel
Rodriguez Patriotic Front claimed responsibility for more than 40
attacks against banks, power stations, public offices, and buses.
On the political front, Gabriel Valdes, the Christain Democratic
Party leader, on the 13th called on the opposition forces to unite
and conduct a national mobilization with the aim of toppling the
Pinochet regime. This speech, carried live by Santiago Radio
Chilena, was passed to the Bureau by our Santiago contractor. Also
on the 13th, the government issued a decree slightly loosening media
restrictions on reporting on political activities.
2. In Brazil, the Foreign Ministry denounced and denied a
statement President Reagan made on the 16th during a speech in
Washington that Nicaragua is supporting guerrillas in Brazil,
Argentina, and other countries. The ministry summoned the U.S.
charge d'affaires to discuss the allegation. On the 15th, a
Panamanian-flag ship, the "Nobistor," carrying a cargo of weapons
ostensibly bound for Ghana, was seized in Rio. Eight Americans
aboard the ship claimed to be mercenaries and were arrested, along
with 10 Argentines. Brazilian and Argentine authorities are still
investigating the case. On the 28th, after several delays, the
Brazilsat SBTS A2 communications satellite was launched aboard an
Ariane rocket from the Kourou space center in French Guiana.
3. The Argentine Government reacted to President Reagan's
charges of Nicarguan support for guerrillas by summoning the U.S.
ambassador to the Foreign Ministry, and it subsequently issued a
communique denying the charge. Peruvian President Alan Garcia
arrived in Buenos Aires on the 14th for a 3-day visit. During his
stay, Garcia spoke to the Argentine Congress, which the Bureau
covered live from Buenos Aires Domestic Service, and the Bureau
staffed a,shift on Sunday morning, the 16th, to cover a press
conference he gave. The powerful General Confederation of Labor on
the 25th staged its second nationwide strike against the Alfonsin
government in 2 months to protest its labor and salary policies.
Although the government claimed that only 55 percent of the workers
complied with the strike order, this second strike points up the
growing frictions between organized labor and the government.
4. At the beginning of the month the Bolivian interior minister
lashed out at the U.S. Government, criticizing a Senate resolution
to cut aid to Bolivia until it undertakes an all-out struggle
against drug trafficking. On the 27th, the previously unknown
People's Command claimed responsibility for a bomb explosion at the
U.S. Embassy in La Paz that caused slight property damage.
5. At home in Paraguay, the government of President Stroessner
kept up its pressure on the opposition and peasant and labor groups,
and the media continued their campaign against Ambassador Taylor,
alleging interference in the country's domestic affairs. The Bureau
gave wide coverage to this reportage and commentary, for which it

received a note from the Ambassador giving "special thanks to your
'crew of experts' for the fine job." Since the most vituperative
commentaries are broadcast on the "Voz del Coloradismo" program, the
Bureau has added the Saturday and Sunday casts to coverage.
B. Lateral Services
1. At the request of DCM Dan Clare, the Bureau queried LRB and
received permission to file copy on Paraguay directly to the State
Southern Cone Desk.
2. LRB passed to the Bureau the "appreciation for your
excellent selection of recent articles on narcotics" from the
coordinator of the Southwest border region of NNBIS in El Paso.
3. At the request of BBC, the Bureau filed responsive materials
on the visits Foreign Office Minister Baroness Young and a
parliamentary delegation made to the Falkland Islands.
C. Cruising
During the visit by Peruvian President Garcia to Argentina, the
cruiser conducted a reception check of Buenos Aires Domestic Service
in support of the monitorial staff. He also surveyed Havana
International Service in Quechua to Ecuador, Bolivia, and Peru in
coordination with Panama Bureau after a Peruvian deputy alleged
Havana was inciting the population against the government.
D. Technical
1. Two major projects were started this month. The first is in
preparation for the Associate ROSET. The Bureau had a local
contractor design and build furniture for a new television
monitoring booth. It will house five televisions and video
recorders and allow two monitors to work simultaneously. In
addition, for added flexibility-one position also will have radio
capability. The furniture has been delivered and the technicians
are now installing the equipment and wiring.
2. The other project entails the complete rewiring of the Main
Radio patch panel. We are replacing the old patch panel with one
received from Headquarters.
Personnel
On 10 March, the Bureau issued the checks to the local staff for
the local holiday back pay owed them from 1 May 1983 to i November
1985. Needless to say, they were well-received in light of the
rapidly rising cost of living in Paraguay. The back payment was
necessary because of a Bureau management misunderstanding of the

Embassy regulations for holiday pay for local employees. As a
result of this exercise, this policy has been clarified for the
entire Mission.
