MEMORANDUM FOR: Director, Intelligence Community Staff
FROM: Deputy Director of Central Intelligence
SUBJECT: Secure Voice Communications Within the
Intelligence Community
During a recent presentation to me on the Agency's
program for the installation of secure voice communications,
I was impressed by the need to implement this program as
soon as possible to achieve the security and efficiency
benefits which will accrue. I am equally concerned about
the status of secure voice systems within and among other
agencies of the Intelligence Community and would like to
see this entire effort given priority. To that end, I would
ask that in your guidance to program managers throughout
the Community you request that priority be given to the
completion of their secure voice telephone systems. The CIA
goal is to have a secure phone available to every officer by
1986, and I believe that to be a reasonable goal for the
rest of the Community as well.
