The documentation which accompanied referent memo has been reviewed by the Supply Division (SD). There appears to be a common theme which runs through all of the documents concerning increases in people both at Headquarters and overseas, and an increase in the number of overseas stations. In general, the number of positions in the SD, both at Headquarters and overseas could be expected to rise as the increase in people and stations will require a proportionate increase in logistic support. The SD has already seen a significant increase in demand and as the majority of the new support would require the services of a logistics generalist, it is quite easy to foresee the necessity for continued growth in the SD. The exact numbers are difficult to ascertain as the plans do not provide enough specific detail. Basically, it requires a greater number of people for new buildings and new'stations than it does to augment existing capa- bilities. Should the projected growth become a reality, it is easy to see the need for an additional positions over the next 10-year period. The new positions wou be utilized to staff new buildings, new overseas stations, and augment existing SD functions such as transportation and depot operations. The SD has been actively involved in the develop- ment of new training sites over the past year. Preliminary discussions indicate that the SD will be responsible for staffing and managing at least one of these facilities which is scheduled to come on line beginning in FY83. The initial positions for this facility will be provided by the DDO; however, a minimum of 0 logistics generalists will be required to support the training effort. It can be antici- pated that this facility will grow over the coming years and additional logistics personnel will be required. 4. One of the largest problems facing the SD over the next 10-year period is the recruitment and development of new employees on a timely basis. The unanticipated surge requirements for logistical support tends to aggravate this problem across the board. As a result, the SD will investi- gate the feasibility of establishing a proprietary to pro- vide personnel with the necessary logistics skills to meet surge requirements. The use of commercial firms which pro- vide manpower services and foreign firms who also provide third country nationals, will be thoroughly investigated. It is envisioned that such an arrangement will be necessary to provide for the surge capabilities to meet unanticipated demands and to augment staff personnel as required during the next decade. 5. Transportation facilities necessary to support expanded Agency activities are currently lacking. It is essential that the SD's capabilities to move cargo efficiently, securely, and on a timely basis be thoroughly explored. The SD needs to establish an independent capability to move cargo through dedicated air and sea channels. A limited effort is already underway to bolster our capabilities in this area. 6. The increee in people, the communications recapi- talization program and the implementation of the program will all have a considerable impact on the SD's storage capability. During the forthcoming 10-year program, the SD will undertake a major study of the anticipated storage requirements versus our current capability and seek funding for new warehouse facilities. It is conceivable that the increase in requirements can be met through the construction of new warehouse facilities at one of our CONUS locations; however, it may also be necessary to open an entirely new depot. In conjunction with expanding our current capabilities, the need to reestablish regional supply capabilities in Europe and the Far East will also be carefully studied. Our new automated system will assist us in tracking requirements to the extent that the SD will be capable of more accurate forecasting Agency materiel support requirements. 7. In summary, we see the next decade as one of increasing sophistication through automation, and it is essential that the SD have the manpower and funds to maintain a timely and efficient supply system.
