SUBJECT: Maintenance, Operation, Engineering,
and Architectural Support to Clandestine
Operations (S)
1. This Office has a continuing responsibility to provide
a variety of maintenance and operation as well as engineering
and architectural support to clandestine operations. In order to
continue to be responsive to current and projected requirements
in these areas, this Office must develop and maintain a
capability to quickly augment staff resources and to de lc that
capability on a nonattributable basis in 25X1
foreign areas of operation. (S)
3. We are in the process of examining various alternatives
to provide the kind of support effort required.

7. The foregoing is a brief overview of our current planning.
Obviously, much more detailed investigation and analysis is
necessary before we will be in a position to support an
initiative of this scope. The purpose of this memorandum is to
apprise you of our thinking and to solicit your support, in
principle, for this course of action. Subject to your concur-
rence, we propose to explore the above options in detail and, if
found to be viable, to develop, in conjunction with the cognizant
Agency components, a specific proposal and plan of action. (S)
