SUBJECT: Proposed Agency-Level Planning Process
1. Attached is an EXCOM Staff proposal for an Agency-level planning
process. The need for such a planning process was initially suggested to
the DCI by his Scientific & Technical Advisory Panel (STAP). Between
Bill Hart and me, we have gone through the three or four iterations of
this proposal that preceded the attachment.
2. This package was circulated today by the Executive Committee Staff
for review and discussion by the principals at the scheduled 7 May Executive
Committee meeting. Don wants each of you to have had the opportunity to
review it and would like to hear your reaction to it at the Tuesday morning
(6 May 1980) staff meeting.
3. The Directorate-level planning process that we discussed ~~
several weeks ago will be kicked off within the next month or so and. is not,
I don't think, in conflict with any of the provisions of the proposed Agency-
level planning process. In theory, each of the four directorate planning
processes will be tasked with feeding the Agency-level process.
