SUBJECT EXCOM Meeting 12 December, 1500 Hours; Summarization and
Next Steps for EXCOM Long-Range Planning Project
1. Ten long-range management and foreign policy issues were presented
to EXCOM in October and November 1980 as the outcome of this first year's
EXCOM Long--Range Planning (LRP) Project. The purpose of this meeting is to
review the conclusions and recommendations presented in these papers and to
make decisions regarding the recommendations from this year's planning and
on the process for next year.
2. Attached are three papers which summarize the LRP issues and assump-
tions, review EXCOM tentative decisions, present possible guidelines for the
Comptroller for FY-83 budget implementation, and suggest recommendations for
further action and for the next cycle of the LRP process itself.
I. Summary Report of the EXCOM LRP Project (Tab A)
An overview of the EXCOM 1980 planning process including key issues raised
in the various planning papers and meetings and focusing on four "umbrella"
issue problem areas. Recommendations for each of these latter ares are
presented for EXCOM decision.
II. Proposed FY-83 Comptroller Guidelines (Tab B)
Proposed EXCOM Guidelines to the Comptroller for FY-83 budget implementation
based on tentative EXCOM decisions. EXCOM should decide on the proposed
guidelines.
III. Quick Analysis of the 1980 EXCOM LRP Project (Tab C)
A brief summary review and evaluation of the 1980 EXCOM LRP process, con-
taining five recommendations for EXCOM decision on next stems in the LRP
process for 1981.
3. Attached immediately to this memo is a Summa of the recommendations
and decisions EXCOM is asked to make at this meeting.
