SUBJECT: "Omnibus Intelligence Community Reorganization
and Reform Act of 1979" (U)
1. Attached are a copy of the "Omnibus Intelligence Community
Reorganization and Reform Act of 1979" and a copy of a summary and
action proposal sent to me by Legislative Division, OLC. (U)
2. As points out in the OLC memo, there will be
numerous objections to.the Act, and perhaps a few areas of agreement.
I would appreciate your reviewing the Act and delivering your comments
to me by 14 March, so that I might prepare a response reflecting the
overall ICS view. has asked for concurrence in his
drafting a letter E~ " for the DCI's signature. I have already
discussed such a_letter briefly with Gary in response to his 2 March
deadline, but feel we ought to be prepared to provide in-depth views
on the legislation itself.
